CelZa: Green Hydrogen Link Between Portugal and Spain

CelZa is part of the H2med project.

CelZa is a strategic 270km pipeline project dedicated to transporting green hydrogen between Portugal and Spain, connecting Celorico da Beira to Zamora respectively. This 100% hydrogen transmission infrastructure will link the future national hydrogen backbones of both countries, supporting the integration of the Iberian network into the wider European system. Each of the two involved transmission system operators, REN and Enagás, will be responsible for developing the interconnection section within their respective territories—approximately 184 km in Portugal and 86 km in Spain.

CelZa Project Objectives

CelZa will play a key role in exporting renewable hydrogen produced in Portugal from most notably solar and wind sources, to the European market. Concretely, CelZa’s transmission capacity will be of 0.75 million tonnes of hydrogen per year (MTPA).

Public Participation Plan in Spain

The development of the CelZa interconnection line, as a PCI project and in adherence with EU guidelines, requires the development of a Public Participation Concept Plan (PPCP), with the goal of explaining the fundamental characteristics of the project to all stakeholders and involving them in decision-making from the outset and on an ongoing basis.

The Portuguese section has undergone a public consultation, carried out within the framework of the strategic environmental assessment of the Investment Plan for gas in Portugal, at a stage prior to the start of the licensing process, having met the requirements set out in the above-mentioned Regulation.
